A draft law has been registered in the Verkhovna Rada, proposing to keep the current national multi-subject test (NMT) model with four subjects in 2027. The document also defines the admission campaign rules.
This was reported by Serhiy Babak, head of the parliamentary committee on education, science, and innovation, on Telegram.
According to Babak, draft law №15440 “On Amendments to Certain Laws of Ukraine Regarding State Final Attestation and the Admission Campaign of 2027” is designed to establish the rules for conducting the admission campaign in martial law conditions in advance.
“We propose to preserve the national multi-subject test model with four subjects. At the same time, the specific format of conducting admission tests, taking into account the security situation and organizational capabilities, will be determined by the Ministry of Education and Science of Ukraine,” he noted.
What the NMT-2027 model might look like
The document stipulates that applicants to higher education institutions will take the NMT in four subjects:

Ukrainian language;

Mathematics;
-
History of Ukraine;
-
One subject of choice.
As in the previous admission campaign, the fourth subject can be a foreign language, biology, geography, physics, chemistry, or Ukrainian literature.
However, the draft law does not specify whether applicants will take all four subjects on the same day. The format, duration, and procedure for conducting the testing will be separately established by the Ministry of Education and Science, taking into account the security situation.
The document also provides for the possibility of using the results of admission tests taken in 2024-2027 during the 2027 admission campaign.
Furthermore, the authors of the draft law propose to exempt students completing the relevant level of full general secondary education in the 2026-2027 academic year from taking the state final attestation.
Why the draft law was submitted now
As Babak explained, the Education Committee considers it important to adopt the admission campaign rules in advance.
According to him, pre-determining the admission campaign model will allow students to understand the NMT requirements, teachers to plan the educational process, and educational institutions to organize preparation without the risk of last-minute changes.
An alternative proposal
Meanwhile, an alternative approach to conducting the NMT in 2027 has also been registered in the Verkhovna Rada.
Earlier, a group of people’s deputies, led by Yuliya Hryshyna, head of the subcommittee on higher education, submitted draft law №15254-1, which proposes to reduce the number of NMT subjects to three.
According to this initiative, only the Ukrainian language and the history of Ukraine will remain mandatory, and the applicant will choose the third subject independently. Mathematics in such a model will become an elective subject and will be used primarily for admission to specialties where it is a core subject.
